
The Virginia Tea Party Patriots Federation, a Federation of 46 patriot groups across Virginia that value Fiscal Responsibility, Constitutional Government, and Free Markets have adopted two resolutions in opposition to Governor McDonnell’s Transportation Bill officially designated HB 2313.
The text of the resolutions appears below:
VTPP Federation Resolution Opposing HB 2313: Regionalism (Resolution One)
Whereas, The Virginia Tea Party Patriots Federation advocates fiscal responsibility, Constitutionally-limited government, and free market principles.
Whereas, regional authorities are inefficient, and anti-sprawl policies create excessive congestion in the Northern Virginia and Hampton Roads regions.
Whereas, federal mandates, public-private corporatism, expensive mass transportation projects and strains on small businesses and roads will continue for the foreseeable future.
Whereas, many Virginians have lost confidence in the planning capabilities of the specified regional authorities chartered with planning transportation since 1991.
Whereas, we expect Virginia government and the General Assembly to protect Virginians from crony capitalism, collective interests, consensus building, and general hostility toward Individual’s rights protected under the Bill of Rights under the U.S. Constitution.
Now therefore, be it resolved that we call upon the General Assembly and Governor Robert F. McDonnell to foreswear any financial leverage to identified regional authority, either for supposed transportation solutions or for any other matter that might come before them.
Be it further resolved that we call upon Governor Robert F. McDonnell to veto HB2313 or to amend it in such a way that does not provide additional power to regional government bodies.

Whereas, The Virginia Tea Party Patriots Federation advocates fiscal responsibility, Constitutionally-limited government, and free market principles.
Whereas, taxes are high, and the size of Virginia government is larger than needed to perform the Commonwealth’s Constitutional responsibilities.
Whereas, federal deficits, high debt levels, high unemployment, and strained family budgets will continue for the foreseeable future.
Whereas, many Virginians have lost confidence in the functional ability of the executive, legislative, and judicial branches of the federal government.
Whereas, we expect Virginia government and the General Assembly to protect Virginians from overreaching federal government rules, regulations, taxes, Constitutional abuses, and the general hostility toward the States.
Now therefore, be it resolved that we call upon the General Assembly and Governor Robert F. McDonnell to foreswear any and all tax increases, either for supposed roads solutions or for any other matter that might come before them.
Be it further resolved that we call upon Governor Robert F. McDonnell to veto HB2313 or to amend it in such a way that all tax changes be revenue neutral and that any anticipated revenues be directed to roads in the localities where they are raised and not to the General Fund of the Commonwealth.
Be it further resolved that the Delegates and Senators be called out to repudiate their votes, having voted in the affirmative for HB2313.

The Governor should veto this bill and use funds already available for transportation needs.

VETO HB2313
Dear Hon. Governor Bob McDonnell:
Governor Bob McDonnell, You do not have authority to adulterate our laws by signing unconstitutional legislation.
You inhabit your office under an oath of trust.
If you so adulterate our law by authorizing the unconstitutional HB2313 to appear as the law of Virginia
you will be knowingly and willingly perpetrating VA18.2-111 felony and will be publicly witnessed as “Resisting the execution of the laws under the color of its authority” which is the perpetration of VA18.2-481(5) statutory treason.
Because others have gotten away with the same felony that does not lessen your intended felony one bit.
You need to change your intent and VETO HB2313.

The fact that officials have called HB2313 “the transportation bill” or “Historic Transportation Legislation” is prima facie evidence that HB2313 is unconstitutional under http://constitution.legis.virginia.gov/constitution.htm#4S12
“Constitution of Virginia Article IV Section 12. Form of laws. No law shall embrace more than one object, which shall be expressed in its title” . . .
The obvious length and fraud supporting complexity of HB2313 confirms that it is a clearly in violation.

shows that HB2313 also unconstitutionally violates Article X Sections 1 & 4.
